National Industrial Security Program (NISP) Contracts Classification System (NCCS)

nccsThe National Industrial Security Program (NISP) Contract Classification System (NCCS) is the enterprise Federal information system application supporting DoD, the other Federal Agencies and cleared industry in the NISP by facilitating the processing and distribution of contract security classification specifications for contracts requiring access to classified information. NCCS is one of 14 e-Business suites within the Under Secretary of Defense for Acquisition, Technology, and Logistics’ Wide Area Workflow (WAWF). WAWF is a secure web-based system for electronic invoicing, receipt, and acceptance. NCCS establishes a centralized repository and collection of classified contract security requirements and supporting data while automating the DD Form 254 (DoD Contract Security Classification Specification) processes and workflows. DSS reached NCCS Full Operational Capability (FOC) in December 2016 with the deployment of v5.9.1. FOC means that the initial system/business requirements have been met and NCCS is ready for implementation in the production site. In order for implementation to run smoothly, DSS is rolling out a phased implementation as follows:

DSS is working with the Services separately since they are larger than the other agencies. As for industry, DSS would like you to review these phase dates, determine who your Contractor Account Managers (CAMs) (primary and alternate) will be, complete the CAM Appointment Letter and notify DSS at with this information to set up your company group (subgroups) and provide registration information.

Government Account Managers (GAMs) will use the GAM Appointment Letter and notify DSS at with their agency group structure (subgroups).

NCCS Update:

A USD(I) memo was signed on February 8, 2018 which mandates NCCS use for DoD Components by Sept 14, 2018. DSS will be working with the DoD Components to schedule an implementation strategy.

Below are some upcoming requirements to look forward to:

NCCS tested and deployed v5.10.1 in June 2017. This version is scheduled for a June deployment. This version allows industry to view their prime DD Form 254s and create a subcontract/tier DD Form 254 from the prime; adds a NCCS Library and Location Code lookup; updates the dashboard view when the user logs in; automates the National Interest Determination workflow process (government process); encrypts the data at rest.     2. Select “Register”
    3. Review the privacy act statement and Select “Accept” to proceed.
    4. Select “Vendor” as the User Type
    5. Select “NCCS – NISP Contracts Classification System” as the Application Type
    6. Select “Next”
    7. Complete the required profile Information; Select “Next”
    8. Complete the required Sponsor profile Information; Select “Next”
    9. Select “Vendor User Roles”
    10. Select “Originator” (Repeat for Reviewer and Certifying Official)
      1. Enter valid CAGE Code as Location Code
      2. Select “Save”
      3. Select “Next”
    11. Select “User CAC/PKI/Soft Certificate”; Select “Next”
    12. Select “Signature” and Enter Password; Select “Submit”
  3. For Government or Government Support Contractors you would select those User Types instead of Vendor (step 4) and follow the remaining steps until step 10a. At step 10a select DoDAAC HS0001 for the test sites and continue with the steps above.
  4. Send an email to that you have successfully registered for an account and which test site(s) and the account will be approved; after which you will be ready to start testing. If you have problems registering with the CAC/PKI/Soft Certificate, please send an email to for an ID/PW exemption.
