Defense Vetting Directorate

The Defense Vetting Directorate (DVD) is a newly established directorate of the Defense Security Service (DSS). The DVD will integrate the National Background Investigations Bureau (NBIB) and the DoD Consolidated Adjudication Facility (DoD CAF) into the DSS as directed by legislative and presidential directives. The DVD will establish a holistic end-to-end personnel vetting enterprise by re-aligning existing DSS vetting functions in conjunction with the transfer of NBIB and the DoD CAF.

The DVD is establishing the Vetting Risk Operations Center (VROC). The VROC consolidates existing capabilities of the Personnel Security Management Office for Industry, the DoDís Continuous Evaluation Program Management Office, Industryís Insider Threat Office and will incorporate robust analytic and adjudicative support for the DoD CAF to streamline adjudicative functions and consolidate analytical and administrative activities. The VROC will have direct linkage to the Defense Insider Threat Management and Analytical Center for expeditious information sharing to the Departmentís Insider Threat programs.

The DVDís responsibilities also include administering the functional requirements governance for vetting systems and platforms. To support this function, the DSS is establishing an Enterprise Business Office (EBO). The EBO will include teams of subject matter experts in the suitability, security, and credentialing lines of business. The EBO will support system development, testing, and deployment and will include a cadre of personnel with training, business analysis, and strategic communication experience.
