The National Industrial Security Program (NISP) Contract Classification System (NCCS) is the enterprise Federal information system application supporting DoD, the other Federal Agencies and cleared industry in the NISP by facilitating the processing and distribution of contract security classification specifications for contracts requiring access to classified information. NCCS is one of 14 e-Business suites within the Under Secretary of Defense for Acquisition and Sustainments’ Procurement Integrated Enterprise Environment (PIEE). PIEE is a secure web-based system for electronic invoicing, receipt, and acceptance. NCCS establishes a centralized repository and collection of classified contract security requirements and supporting data while automating the DD Form 254 (DoD Contract Security Classification Specification) processes and workflows. DSS reached NCCS Full Operational Capability (FOC) in December 2016 with the deployment of v5.9.1. FOC means that the initial system/business requirements have been met and NCCS is ready for implementation in the production site.
At this time DSS is working primarily with the Military Departments since they are larger than the other agencies but any DoD Agency or Non-DoD agency NISP partners may contact us if they have questions relating to NCCS. As for industry, please review all documentation provided on this site. We currently do not have a phased schedule for Industry since the requirement to use NCCS by Industry can only be directed by contract at this point. If new guidance and policy directs Industry to use NCCS then this information will be provided under the “NCCS Updates” section. If you know you want to use NCCS regardless if directed by contract or not then please start to determine who your Contractor Account Managers (CAMs) (primary and alternate) will be, complete the CAM Appointment Letter and notify the DLA/DISA Helpdesk (firstname.lastname@example.org) (also on page #2 of CAM appointment letter) with this information so your company group can be created. Once the DLA/DISA helpdesk has created your account they will notify the DSS NCCS mailbox (DSS.NCCS@mail.mil) to activate the CAM role that you have requested.
Government Account Managers (GAMs) will use the GAM Appointment Letter and notify the DLA/DISA Helpdesk (email@example.com) (also on page #2 of GAM appointment letter) with this information so your agency group can be created. Once DLA/DISA helpdesk has created your account they will notify the DSS NCCS mailbox (DSS.NCCS@mail.mil) to activate your GAM role that you have requested.
A USD(I) memo was signed on February 8, 2018 which mandates NCCS use for DoD Components by Sept 14, 2018. DSS will be working with the DoD Components to schedule an implementation strategy.
Below are some upcoming requirements to look forward to:
NCCS tested and deployed v5.10.1 in June 2017. This version is scheduled for a June deployment. This version allows industry to view their prime DD Form 254s and create a subcontract/tier DD Form 254 from the prime; adds a NCCS Library and Location Code lookup; updates the dashboard view when the user logs in; automates the National Interest Determination workflow process (government process); encrypts the data at rest. CDSE also has developed a Job Aid and also can be found in the FSO Toolkit.
