Industrial Security Facilities Database (ISFD) v3.0 Metrics Release Release Notes [Effective September 10, 2011] :

EXTERNAL USERS

There are no changes to Industrial Security Facilities Database (ISFD) 3.0 for external users.

INTERNAL AND ADMIN USERS

Prior to the ISFD 3.0 release, ISFD users created Excel spreadsheets, Access databases or employed other means to track and report on industrial security activity. These tools were used primarily because the needed metrics were not captured in ISFD or were so buried within the application the users were unfamiliar with (or unaware of) the existence of the fields to capture specific data. Though well intentioned, the use of these disparate databases to collect and manage the information defeated the purpose of one centralized facilities database.

The goal of the ISFD 3.0 release is to provide the ISFD community with the critical functionality and data capture requirements to satisfy the Industrial Security Program (ISP) objectives.

From a high level perspective, this ISFD release is focused on modifications to the application's Actions as well as a number of Facility Profile pages as they relate to completing Action activity.

The ISFD Metric Release contains modifications to Actions and Profile pages required for improved metric reporting. Screens were streamlined and new data fields were added to capture activity that directly relates to the oversight of cleared contractors and the time associated with these activities. The ISFD Actions have been revised for better organization, more concise and cohesive data entry.

In reorganizing the Action screens, common activities have been combined under one action distinguishable by type. Other modifications include the creation of new data elements or the rearrangement of data fields to different screens.

The following information is a screen-by-screen summary of the changes made throughout the ISFD application for this release.

Search Facility
In addition to being able to assign an Industrial Security Representative (ISR) to a facility, users can now assign other members of an oversight team, including

Note that the oversight team can also be associated with a facility on the My Facilities and Update Facility screens.

Users are associated with these roles on the Update Internal User screen.

Update Facility
In addition to being able to assign an oversight team to the facility, other new functionality on this screen includes the ability to access a Review History associated with the facility. The new Review History screen gives the user a quick summary of AA&E Inspection, Excluded Parent, and Security Review actions that are associated with that facility.

FCL Information
New notes fields have been added to this screen.

Contacts
This was previously called the FSO screen. In addition to FSO details, users can now add Senior Management Official (SMO) information as well as details for other contacts.

KMP
Outside Director/Proxy Holder as well as some other new fields has been added to this screen.

Address
A new required field, Location Type, has been added to the Address screen. This information will have to be provided in order to save updated facility address information.

General Safeguarding
The General Safeguarding screen has been redesigned, with some existing fields moved around and a number of new fields added.

COMSEC
New fields have been added to this screen.

Safeguarding Off-Sites
This is a new screen provided to capture more details related to Safeguarding Off-site information.

Foreign Government Information
This is a new screen provided to capture details per country as well as notes related to Foreign Government Information.

Safeguarding Notes<
The ability to add Safeguarding Notes of various types has been greatly expanded in this release. There are now seventeen different types of Safeguarding Notes that can be entered and tracked, ranging from After Hours Processing to Security in Depth notes.

Legal Structure
There have been no substantive changes to the Legal Structure screens for this release.

FOCI / International
Much of the FOCI / International information has been expanded and rearranged for this release.

Adjudication
The FOCI Adjudication screen has been renamed Adjudication. Among other information that has been added to this screen, users can now also add details for Foreign Owners as well as FOCI Supplement information.

Foreign Sales / Subsidiaries
This is a new screen provided to capture details related to Foreign Sales and Subsidiaries information.

Exports
Export Licenses have been moved from under Programs and can now be associated directly with the facility (though these Export Licenses can also optionally be associated with programs). The name of this new screen is Exports. In addition to Export Licenses and other information, Export Violation information can also be captured.

Foreign Visits
The former Non-Program Specific Foreign Visitors screen has been changed to Foreign Visits and the amount of data that can be captured has been expanded to include additional fields.

Foreign Travel
The former Non-Program Specific Employee Visit screen has been changed to Foreign Travel and the amount of data that can be captured has been expanded to include additional fields.

General Threat Information
There have been no substantive changes to the General Threat Information screen for this release.

IS
The screen formerly called AIS has been renamed IS and has been radically expanded. This is one of the more significant changes encapsulated in this release.

This screen includes a System Security Plans Summary table that is a read-only "roll-up" summarizing high-level information taken from information entered on supporting screens.

From the IS screen, in addition to other IS information, users can now enter detailed information related to Security Plans on the new Add/Update Security Plan screen. Security Plan details include the ODAA Unique ID, Plan Type, System Type, Classification Level, and Protection Level.

From the Security Plan screen, in addition to other Security Plan information, users can now enter detailed information related to supporting Security Plan Profiles on the new Add/Update Security Plan Profile screen. Security Plan Profile details include Number of Workstations, Operating Systems, FGI Countries, IC Countries, and DISN Solution.

From the Security Plan Profile screen, in addition to other Security Plan Profile information, users can also enter detailed information for Accreditation Actions related to each Security Profile. These Accreditation Actions include:

As data is entered, the high-level System Security Plans Summary table on the IS screen is automatically updated. For example, when an ATO Accreditation action is entered for an active Security Plan Profile, the Number of Systems and Number of Workstations for that System Type and Protection Level will be updated in the summary table.

General Business Information
There have been no substantive changes to the General Business Information screen for this release.

Critical Technologies
Critical Technologies can now be associated directly with a facility without having to be associated with a Program. (Though they can also still be associated with a program as well.)

Customers
There have been no substantive changes to the Customers screen for this release.

Classified Subcontractors
There have been no substantive changes to the Classified Subcontractors screen for this release.

CCR Products / Services
This is a new screen for displaying CCR Product and Service data. For this release, this data can not be entered via the ISFD application. The intent is that this information will be imported directly into the ISFD database for read-only display purposes only.

Update General Program Information
In this release the Program Name is now modifiable on the Update General Program Information screen. (Formerly this information was read-only after it had initially been added.) Otherwise there have been no substantive changes to any of the other screens supporting Programs.

Freight Forwarder
There have been no substantive changes to the Freight Forwarder screen for this release.

Actions
Expanding, updating, and redefining the facility Actions managed in ISFD was probably the single most significant change associated with this release. Whereas many of the Action types were formerly fairly generic and captured little detail specific to each type of Action, almost every Action now captures additional important details.

The list of Actions now available to be added to ISFD for this release includes:

All Action data prior to this release will be still be available for retrieval and update, either via the old action type name (and format) or else the old data will be migrated to match one of the new action types listed above, as appropriate.

Manage Facility Clearance Request
A section has been added to the Manage Facility Clearance Request screen to capture Site Survey information. Otherwise no substantive changes have been made to any of the other Facility Clearance Request screens.

Facility Verification Requests
There have been no substantive changes to the Facility Verification Request screens for this release.

Notifications
There have been no substantive changes to the Notifications screens for this release.

Standard Reports
Previous Standard Reports have been updated to include new data that has been added throughout the application for this release. No new Standard Reports have been added.

Ad Hoc Reports
Ad Hoc Report data has been updated to include new data that has been added throughout the application for this release.

Search Internal Users
The Search Internal Users screen has been updated to search by the new user roles that have been added for this release (e.g. FCIS, FFIS, FOC, etc).

Add/Update Internal User
The Add/Update Internal User screen has been updated to allow the assignment of the new user roles that have been added for this release (e.g. FCIS, FFIS, FOC, etc) to a user.

Change Password
There have been no substantive changes to the Change Password screen for this release.

Modify Last Search
There have been no substantive changes to the Modify Last Search functionality for this release.

ADMIN USERS ONLY

Government Activity Management
There have been no substantive changes to the Government Activity Management screens for this release.

Field Office Management
There have been no substantive changes to the Field Office Management screens for this release.

Dropdown Management
Dropdown Management is a new module that has been added to ISFD for this release. The Dropdown Management screens enable an ISFD administrator to make changes to dropdown selections on screens throughout the system. This enables the ability to add, update, or remove options from these selections without requiring a new software release. Though note that not all dropdowns are modifiable -- those that have dependencies within the application (i.e. part of the application functionality is expecting certain values and would not work properly if those values were changed) will still require a new software release to be updated.
